In these changing times it is a great asset to all to be fluid in our change leadership, making systems more stream-lined - innovative, significantly less process-driven and more output-evaluated. Great civil-servants fall on their swords when they set up more effective delivery.
The 'half-leaders' (those would-be leaders who are short on whole-thinking and are good at ignoring what they do not want to look at) tend to be self-interested, small-game players with limited community building, especially empowerment, strategies in their Key Result Reviews.
Surely it is this message, that local government is as effective and stream-lined as is possible, constantly seeking ever more efficient ways, that needs to be communicated in ''How the state works and how citizens can influence it".
When transparent effectiveness, efficiency and streamlining are seen to be Key Performance Indicators in local goverment, citizens' support, interest and understanding will follow. Citizens will be happy, make an effort to hear how the state works so selflessly and will contribute energetically to this.
