In these changing times it is a great asset to all to be fluid in our change leadership, making systems more stream-lined - innovative, significantly less process-driven and more output-evaluated. Great civil-servants fall on their swords when they set up more effective delivery.
The 'half-leaders' (those would-be leaders who are short on whole-thinking and are good at ignoring what they do not want to look at) tend to be self-interested, small-game players with limited community building, especially empowerment, strategies in their Key Result Reviews.
Surely it is this message, that local government is as effective and stream-lined as is possible, constantly seeking ever more efficient ways, that needs to be communicated in ''How the state works and how citizens can influence it".
When transparent effectiveness, efficiency and streamlining are seen to be Key Performance Indicators in local goverment, citizens' support, interest and understanding will follow. Citizens will be happy, make an effort to hear how the state works so selflessly and will contribute energetically to this.

Upside Down
This is a world which depends on values if it is to exist, yet is having its values challenged every day.
The strength of the down-grade mirrors the Hurricane Irene down-grade. 4, 3, 2 and now 1 - only just a hurricane.
The most trusted needed in society - politicians, pensions fund managers, medical and health, food and farmers, banks and finance officials, legal and law-enforcers...all under investigation at the moral level.
The politicians are benefiting at the expence of the people, the fund-managers at the expense of their clients, drug-companies and doctors at the expense of the patients, farmers at the expense of healthy food and nutrition, banks at the expense of the savers....you will know a few - Teachers & education standards? Charities & Charity CEOs? Media, News and Press honesty & integrity...?
This topsy-turvy world has to do a swift check-in on its personal responsibility levels, the place where values and demands and expectations originate.
The gaps are being ignored. Honesty is all about integrity and this covers gaps. Morality demands we are honest to the degree we fill in the gaps for those who are asking questions, that we do not only answer the questions.
The truth about how decisions on pensions investments and payments to managers must be open and clear to the degree the answers say all we need to know, not just what we ask about.
What is happening to our world? Soil? Air? Water? Three basics - that are really being messed with by profiteering and short-term gains chasing.
We can do better. We must demand better. We must hear and monitor promises.
Or we shall have a very dull life, if life at all.

Collaboration, Allness and the Global Order
Allness - that knowing place where One is One with All. Everyone feels it occasionally. Some exist there. others strive to get there. Others are in wonder. Yet others get diverted along who-knows-what.
This is the Year of Collaboration. We are now able to work together for the good of All. Many states are making the changes. Those that have not will need to be fleet of foot to stay the changes that will come to them.
For those that enjoyed the little Cosmic Vertigo/Dragon Surfing session, here is
a summary. For some it helps expansion into true beingness towards Allness.....
My little cosmic exercise...taking yourself into the Allness of Being....
All are always there. Occasionally a hand-rail reminds us we exist and play
everywhere and always in allness. Here is one such hand-rail
Sun at back ( the science = facing North and East is to your right and we are
spinning that way), fly/flow/surf with the energy to right.
Sun at front (the science = facing South, East is on your left and we are
spinning that way), fly/flow/surf with the energy to left.
assume the position....and....
now you are dragon riding....you are your own dragon...and your flying speed
is....
850kph = approximately your speed round Our Earth (in kilo-meters per hour at
the 51st parallel); 98,000kph Earth speed round Our Sun; 800,000kph = Sun speed
round Our Milky Way Galaxy; 1,600,000kph = speed of the circulation around
Sirius/Andromeda/Milky Way Galaxy 'Near Group' celestial cluster. Max speed =
2,4996,00kph… of course at times we are in relational-retro, so we can lose a
few thousand kph or so occasionally.
Now 40 million sub-atomic particles travel through each one of us every second
of our lives, each travelling at up to the speed of light, without touching
anything, and we get some idea of how energy-centric we, and everything,
actually is.
From this place, we can look at this world, our place upon it and how we should
treat it, ourselves and each other.
